What is TAP?
The Talent Accelerator Programme (TAP) builds on IMDA’s earlier sectoral development efforts by strengthening the capabilities of Singapore media talent – particularly Creative Producers, Scriptwriters and Directors – across both film and television, to develop a sustainable pipeline of high-quality, globally marketable Made-with-Singapore stories.
The programme supports talent across the full value chain – from story development to production and distribution – while strengthening core capabilities in storytelling, pitching and deal structuring. It also creates regional and global co-production pathways by cultivating demand from key demand drivers and by enabling Singapore talent to pitch directly and engage with buyers, commissioners and sales agents through IMDA-driven platforms.
Focus areas
Announced in December 2025, IMDA will be investing approximately S$200 million into TAP over the next three years to support initiatives across the whole media value chain:
Development
- Masterclasses, labs and 1-1 mentorships for development, pitching, and deal structuring.
- Funding for IP adaptation and development.
- IMDA-driven pitch platforms for direct access to buyers, commissioners and sales agents.
Production
- Funding support for film and TV co-productions.
Distribution
- Marketing support to promote select IMDA-supported projects to-end consumers and for representation at international competitions.

1. Masterclass, mentorships and labs
IMDA will support the development of high-quality original and adapted Intellectual Properties (IP) by driving and facilitating masterclasses, labs, and 1-1 mentorships. These initiatives are designed to strengthen projects with compelling storytelling and clear commercial appeal in genres that distributors and commissioning platforms are actively seeking. Participants will also gain practical, industry-relevant skills in pitching, salesmanship and deal structuring, alongside guidance in refining their pitch proposals, treatments and scripts.

Companies may apply:
- Through IMDA’s Calls for Proposals (CFP) for TV and Film projects. Companies shortlisted by the assessment panel will undergo story and pitch development.
- You may also write to IMDA, if you have secured a pitch with content commissioners / platforms / distributors / financiers for your project.
- When writing in, you must include your project proposal and supporting documents indicating your pitch date.
2. IMDA-driven pitch platforms
IMDA brokers direct partnerships with platforms, commissioners and global co-production partners to create targeted pitching opportunities for Singapore’s talent.
IMDA will also facilitate and create pitch platforms, for participants to gain direct access to international buyers and key demand drivers for commissioning and co-production opportunities.
Mode of application:
- Companies may apply through IMDA’s CFPs for TV and Film projects.
- IMDA will publish open calls for TV and Film (649.75KB) projects, when they are available.
3. Self-sourced project labs and pitch platforms
IMDA supports talent participation in labs and international pitch platforms by supporting a portion of travel-related costs, including airfare, accommodation and participation fees (based on established fixed cost norms).

IMDA will fund select productions and co-productions by Singapore media companies and Singapore talent – for both scripted and unscripted, television and film content – with strong commercial potential and clear market demand.

1. Marketing Made-with-Singapore films
IMDA will also provide select IMDA-supported projects with marketing funding to increase their visibility to end consumers and enhance their global reach and impact. This marketing support will be administered through leading creative and media agencies.
