The Infocomm Development Authority of Singapore (IDA) has released two consultation papers today to invite views from the industry and members of the public on two issues which the IDA is currently studying. The first paper on the "Code of Practice for Competition in the Provision of Telecommunications Services" seeks views on the appropriate regulatory regime to be put in place to ensure the development of a competitive market place. The second paper on "Interconnection and Access in a Fully Liberalised and Convergent Environment" seeks comments on an appropriate interconnection policy direction and regulatory framework that will be complementary and incorporated in the proposed Code of Practice when finalised.

The issuance of the consultation papers is part of IDA's ongoing efforts to provide a platform for industry members to share their views on the appropriate regulatory regime, taking into account the latest market trends and technology developments.

The first consultation paper on the proposed Code of Practice seeks comments on the proposed Code, which contains ten sections. Comments may be made on any of the provisions of the Code in the ten sections.

For the second consultation paper, IDA would like to invite views on the proposed approach for the interconnection and access regulatory regime and specific concerns and issues raised.

As the issues covered in the two consultation papers are relatively complex, the IDA will be holding a public forum on the 15 May 2000. At this forum, presentations on the proposed Code and the interconnection and access regulatory framework will be made by IDA, its consultants and selected industry representatives. IDA will also engage in open discussion with participants at the forum. Those who are interested to attend the forum are invited to register with the IDA. Details of the forum and the registration procedure are outlined in the introductory cover section to the consultation papers.

All views and comments should be submitted in writing to reach the IDA on or before 12 noon, 22 May 2000. IDA will consider the inputs by the industry and the members of the public and make its policy decisions thereafter. IDA targets to announce its policy decision on the appropriate regulatory regime and issue the Code, taking into account the views and comments received, by the third quarter of this year.
