Singapore Infocomm Companies Encouraged to Form Partnerships with Global Players Through Expanded Infocomm Industry Upgrading Programme (iLIUP) Budget and Nine New MNC Partners are announced

Singapore's position to provide a conducive environment that fosters infocomm innovation was further strengthened through a call for international partnership for innovation today.

Speaking at the iLIUP networking evening, Acting Minister for the Environment and Minister of State for Communications and Information Technology, Mr Lim Swee Say announced that the Infocomm Development Authority (IDA) has topped up the original S$3 million budget to support the development of the Infocomm Local Industry Upgrading Programme (iLIUP) by S$8 million.

In addition to the enlarged budget, nine new iLIUP MNC partners were also announced. The new partners will focus on the development of services and software products, which are in line with the goal to accelerate the growth of high value and quality services industry. They are BEA Systems, Computer Associates, CISCO Systems, Hewlett Packard, IBM, Infotalk Corporation Ltd, Point Information Systems, Progress Software Corporation and Webgain, Inc (Please see Annex A).

"This fostering of partnership is an effective way of speeding up the pace of innovation during this period of business downturn. In this regard, programmes such as the iLIUP can be an effective mechanism to help nurture such partnerships in the industry," said Mr Lim.

"It enables these networks of enterprises to lower the costs of development and shorten the time-to-market of their inventions. Working as a network, they can also make better use of various incentive schemes for manpower development, innovation development and market development. At the same time, they can react more responsively in a fast changing market."

Besides the "one-to-one" partnership between Singapore enterprises and MNCs under the iLIUP partnership, Singapore enterprises can also benefit from inter-iLIUP partnership. This expanded network of collaboration was initiated by the MNC partners to leverage upon each other's expertise in assisting the Singapore enterprises.

With the announcement of the new iLIUP MNC partners, there are now a total of 18 MNCs and over 120 Singapore companies in the programme. The nine pioneer MNC partners are Apple, BMC Software, Compaq, ILOG, Macromedia, Microsoft, Oracle, Software AG and Sun Microsystems (Please see Annex B)
