The Infocomm Development Authority of Singapore (IDA) has today issued a public consultation on Singapore Telecommunications Limited's (SingTel) Reference Interconnection Offer (RIO)1. IDA invites industry and public to provide feedback and comments on SingTel's RIO amendments.

SingTel's RIO sets out IDA-approved prices, terms and conditions for other telecoms operators to interconnect and access SingTel's network. The RIO aims to facilitate the rapid adoption of reasonable interconnection agreements between SingTel and other telecoms operators. This in turn reduces the timeframe for interconnection negotiations, expedites market entry, and promotes effective and sustainable competition.

This public consultation follows the conclusion of IDA's first triennial review of the Telecoms Competition Code2 ('Code'), where revisions to the Code came into effect on 4 March 2005. IDA intends to ensure that SingTel's RIO is aligned with revised Code requirements and the RIO remains relevant to industry's needs in a multi-operator environment.

The consultation exercise is in-line with IDA's on-going efforts to engage the public in its decision-making process and to increase regulatory transparency. All views and comments should be submitted in writing to reach IDA no later than 5 May 2005, 12 noon (Singapore time). The revised SingTel RIO can be found at IDA's website, https://www.imda.gov.sg/,  under the sections "Policy & Regulation", "Papers", "Consultation Papers".

2The Code of Practice for Competition in the Provision of Telecommunications Services (Telecoms Competition Code) first came into effect on 29 September 2000. The Code was amended following the close of IDA's first triennial review in February 2005. Revisions to the Code came into effect on 4 March 2005. The Code provides a clear and robust competition framework that defines the boundaries for competition conduct in a fully liberalised telecoms environment. It strives to accelerate telecoms development, while fostering fair, effective and sustainable competition.
