IMDA’s regulations require NetLink Trust to provide a Reference Access Offer (RAO) that outlines the terms and conditions for access to ensure fair and equal access to telecommunications infrastructure in Singapore.
As of 26 June 2020, NetLink Trust’s Reference Access Offer (“RAO”) shall be subsumed under NetLink Trust’s Interconnection Offer (“ICO”).
NetLink Trust’s Reference Access Offer (2017)
IMDA had completed the pricing review of NetLink Management Pte Ltd’s (as Trustee of NetLink Trust) Reference Access Offer (RAO). The approved RAO is effective on 1 January 2018.

NetLink Trust’s Reference Access Offer (2015)
IMDA approved NetLink Management Pte Ltd's (as Trustee of the NetLink Trust) (NetLink Trust) Reference Access Offer (RAO) on 23 September 2015. The details of the approval proceedings can be found here.
The RAO document comprises the following:
- Main Body;
- Schedule 1 - Dictionary;
- Schedule 2 - Licensing of Lead-in Ducts and Lead-in Manholes;
- Schedule 3 - Licensing of Access to Mandated Services;
- Schedule 4 - Billing and Charges; and
- Schedule 5 - Dispute Resolution.
