About the OpCo Interconnection Code

The OpCo Interconnection Code is intended to, inter alia, specify the pricing, terms and conditions of Nucleus Connect Pte Ltd's ("Nucleus Connect") services under the Interconnection Offer, and the obligations of both Nucleus Connect and persons requesting such services from Nucleus Connect.

On 18 August 2009, IDA issued an OpCo Interconnection Code in exercise of the powers conferred by section 26(1) (a) to (c), (f) and (g) of the Telecommunications Act (Cap. 323) (the "Act"). The OpCo Interconnection Code is intended to, inter alia, specify the pricing, terms and conditions of Nucleus Connect Pte Ltd's ("Nucleus Connect") services under the Interconnection Offer, and the obligations of both Nucleus Connect and persons requesting such services from Nucleus Connect. The obligations contained in this code are in addition to those contained in the Act, other statutes, regulations, directions, licences and/or codes of practice.

IDA may subsequently incorporate the OpCo Interconnection Code into the Code of Practice for Competition in the Provision of Telecommunication Services (""Telecom Competition Code "") when it conducts the next triennial review of the Telecom Competition Code, or at such time as IDA considers appropriate.

On 21 November 2017, IMDA issued a revised OpCo Interconnection Code following a review of the OpCo Interconnection Code under the IMDA regulations. The review was conducted to ensure that the pricing principles remain relevant. IMDA had also consulted the industry and had taken their comments and feedback into consideration. Consequential changes can be found on the OpCo Interconnection Code 2017 and further details of the review can be found in the explanatory memorandum.

On 22 April 2020, IMDA issued a revised OpCo Interconnection Code following a review of the OpCo Interconnection Code. The review was conducted to ensure that the code remains relevant under IMDA regulations. IMDA has consulted the industry, and had taken their comments and feedback into consideration. Consequential changes can be found in the OpCo Interconnection Code 2020.
