IMDA allocates the right to use spectrum in Singapore through different methods, including auctions and assignments. The method by which different frequency bands are allocated for use is determined by the demand for the band, the potential uses of the band, and other properties of the band. Assignment of Frequencies on Non-Interference and Non-Protection Basis

IMDA has further revised the Information Paper on IMDA’s Framework for Assignment of Frequencies on Non-Interference and Non-Protection Basis (“Constrained Band Framework”) (613.73KB). This supersedes the Information Paper issued on 17 March 2016.

IDA has revised the Information Paper on IDA’s Framework for Assignment of Frequencies on Non-Interference and Non-Protection Basis (“Constrained Band Framework” (185.08KB)). This supersedes the Information Paper issued on 8 March 2010. IDA will make available frequencies from the 1800 MHz centre gap (i.e., 1790 – 1800 MHz) for commercial use to provide telecommunication services, in accordance with the Constrained Band Framework. Any assignment under the Constrained Band Framework will be on a first-come-first-served basis, subject to the submission of a duly completed proposal by the interested party to IDA at IDA_TLSINFO@imda.gov.sg with the email header “Assignment of Frequencies on Non-Interference and Non-Protection Basis”. IDA will start accepting proposals for consideration from 18 April 2016 onwards.

1 July 2015

Following the 4G Auction in 2013, IDA has assigned 2500 to 2560 MHz paired with 2620 to 2680 MHz via the 2.5 GHz Spectrum Right (2013), which takes effect from 1 July 2015. Hence, these spectrum bands are no longer available for assignment under non-interference and unprotected conditions.

8 March 2010

IDA issued an Information Paper on 8 March 2010 to clarify IDA's framework for assignment of frequencies under non-interference and unprotected conditions. IDA has received applications for the use of the "constrained" radio frequencies:

from 2500 to 2512 MHz, and 2620 to 2632 MHz;

from 2532 to 2540 MHz, and 2652 to 2660 MHz;

from 2512 to 2516 MHz, 2528 to 2532 MHz, 2632 to 2636 MHz, and 2648 to 2652 MHz; and

from 2600 to 2620 MHz;

for the provision of wireless broadband service in Singapore.

Spectrum Rights Transfers

10 June 2014

Following IDA's approval on 14 March 2014 of the joint application for spectrum frequency transfers in the 1800 MHz and 2.5 GHz bands, IDA effected the spectrum frequency transfer (2516 MHz – 2520 MHz, 2636 MHz – 2640 MHz) from M1 Limited to StarHub Mobile Pte Ltd on 10 June 2014.

M1 Limited, SingTel Mobile Singapore Pte Ltd, and StarHub Mobile Pte Ltd have made a joint application for IDA’s approval for the following spectrum frequency transfers in the 1800 MHz and 2.5 GHz bands:

Packet One (S) Pte Ltd and StarHub Mobile Pte Ltd have made a joint application for IDA's approval to transfer Packet One (S) Pte Ltd's WBA Spectrum Right in its entirety to StarHub Mobile Pte Ltd. On 19 July 2013, IDA has approved and effected the transfer of Packet One (S) Pte Ltd's WBA Spectrum Right to StarHub Mobile Pte Ltd.

18 November 2009

Pacnet Internet Corporation and Packet One (S) have made a joint application for IDA's approval to transfer Pacnet's WBA Spectrum Right in its entirety to Packet One. On 18 Nov 2009, IDA has approved and effected the transfer of Pacnet's WBA spectrum right to Packet One.

22 April 2009

InterTouch and QMax have made a joint application for IDA's approval to transfer InterTouch's WBA Spectrum Right in its entirety to QMax. On 22 April 2009, IDA has approved and effected the transfer of InterTouch's WBA spectrum right to QMax.
