Public Consultation on Allocation of Spectrum for Enterprise and Public Mobile use

On 17 May 2019, IMDA had consulted on the Proposed Policy Frameworks for the Allocation of 800 MHz, TDD 1900 MHz and FDD 2100 MHz Spectrum Bands (the “Consultation”). IMDA has taken into account and given thorough consideration to all comments received which are relevant to the Consultation.

800 MHz and 1900 MHz

IMDA has decided not to proceed with a radio frequency spectrum auction for the 800 MHz band and 1900 MHz band to use 4G/Long-Term Evolution (“LTE”) technology to provide mission-critical voice and data services to enterprise users.

The mobile cellular technology and market have advanced with the deployment of 5G in Singapore with advanced capabilities such as ultra- high speed and low latency communications, and enabling massive machine communications and network slicing technology to better meet enterprise users’ needs on a nationwide basis. There is no longer strong market interest in these bands for the purpose proposed in the consultation paper.

To allow service continuity, IMDA has permitted the incumbent operator, GRID Communications Pte Ltd, to continue the use of 2x5MHz of spectrum in the 800 MHz band to deploy a public safety network using LTE technology to ensure that the needs of existing users, e.g., need for mission-critical services, can continue to be met.

IMDA will issue another consultation should the 800 MHz and 1900 MHz bands be identified for possible allocation for commercial use in the future.

2100 MHz

On 26 July 2021, IMDA conducted a separate consultation on the use of the 2100 MHz band for 5G growth and deployment. IMDA issued its decision on 23 September 2021, which can be found here. IMDA decided that the 2100 MHz band was to be used primarily for 5G from 1 January 2022, with some spectrum allocated on a First Right of Refusal basis to mobile operators with existing 3G networks on the 2100 MHz band to support existing 3G service demand. IMDA has since conducted a radio frequency spectrum auction of the 2100 MHz spectrum in 2021 and issued the spectrum rights to the respective winning bidders.

At the close of the Public Consultation on Allocation of Spectrum for Enterprise and Public Mobile use, IMDA received the following submissions from the industry and interested parties.

17 May 2019

IMDA is reviewing the allocation of 800 MHz, TDD 1900 MHz and FDD 2100 MHz spectrum bands to existing public and enterprise mobile use. As new technology emerges and the market evolves, IMDA would like to seek views and comments from members of the public and the industry on the proposed spectrum allocation frameworks for these spectrum bands.
