Singapore’s edge in AI safety and trust

Building tech with purpose
At the heart of IMDA’s mission to build with purpose is Seok Min, Technical Research Lead at our BizTech Group. Since 2021, she’s been at the forefront of Singapore’s efforts in emerging technologies — advancing national capabilities in AI safety and Trust Tech. Her work sits at the intersection of innovation, engineering, and public impact, shaping tools that drive solutions for real-world risks and opportunities in Singapore’s digital landscape. From researching AI-generated content and safety testing, to collaborating with software engineers and product managers, she helps turn complex problems and industry insights into usable solutions.
One such breakthrough is Project Moonshot. Born from conversations around AI governance and accountability, it is one of the world’s first open-source toolkits specifically designed for evaluating Language Learning Models (LLMs). As global tech companies like Google started to raise concerns and asked, "Which LLM is right for us?" and "How do we ensure our LLM application is safe?", it became clear that there was an urgent need for robust, scalable methods to assess quality, safety, and trustworthiness of such GenAI tools.
While IMDA was exploring similar gaps in digital governance — Seok Min’s team moved quickly to develop a response. With the help of an intern as well as close collaboration with product managers and software engineers, they built the first prototype in just a matter of weeks. Today, Moonshot is a full-fledged project supported by partners such as IBM, DataRobot, Temasek, and the AI Verify Foundation.
The journey from idea to impact reflects IMDA’s collaborative culture — where innovation is matched with speed, rigour, and a strong sense of public purpose to become solutions that uplift the entire digital ecosystem.
Driving global dialogue on AI and security, with IMDA at the forefront
From Black Hat Asia to the AI4X Conference 2025, Seok Min has IMDA on some of the world’s biggest tech stages — where thought leaders across industries convene to explore breakthroughs in AI and cybersecurity.
Representing IMDA at events like AI4X and Black Hat Asia is both an immense privilege and a significant responsibility. It’s a chance to showcase Singapore’s proactive approach to AI governance and security, contribute to global dialogue, and foster international collaborations.

At AI4X 2025, organised by NUS’s Institute for Functional Intelligent Materials, Seok Min was invited to speak on AI for Security, where she shared how IMDA is proactively tackling risks like bias, misuse, and security vulnerabilities. Her presentation showcased the tools and policies IMDA has developed to foster AI safety awareness and guide responsible AI adoption. As a speaker alongside experts from Google DeepMind, MIT and Oxford, her involvement helps to cement IMDA’s credibility and reinforce Singapore’s reputation as a trusted, forward-thinking voice in the global AI landscape.
The pivot from private sector to public impact
With a background in applied AI and R&D, Seok Min witnessed the incredible pace of innovation in the private sector. But that speed came with its own set of challenges. As advancements in AI and emerging tech accelerate, so does the need for strong, trusted digital foundations — especially in an age marked by cybercrime, phishing scams, security risks, and bias.
The move from the private sector to IMDA offered her a chance to shift from product-focused work to something broader, more impactful: shaping national AI policy, building critical tools, and helping grow an ecosystem that serves the public good. “We're at the forefront of defining how AI and other emerging technologies are responsibly developed and deployed,” she shares. “The work we do directly contributes to Singapore's vision of a dynamic digital economy and a cohesive digital society.”
