The Info-communications Development Authority of Singapore (IDA) will lift the existing control on the import of cryptographic products with effect from 21 January 2000.

The use of cryptography is essential for the development of e-commerce as it allows the protection of electronic data and records from unauthorised access or modification. IDA believes that the lifting of the import restrictions will further promote confidence among companies to conduct e-commerce in Singapore. This will support Singapore's vision to become an international e-commerce hub.

Companies are encouraged to use cryptographic products that meet their business needs. However, they should learn to manage the encryption technology appropriately. Companies are strongly encouraged to consider implementing measures such as key recovery to minimise possible disruptions to business operations. For example, if the keys for encryption are lost or corrupted, companies that use key recovery will then be able to recover the encrypted data.

The Trade Development Board (TDB) will amend the Regulation of Imports and Exports Regulations (RIER) to lift the import control on cryptographic products. It will also be sending out an Imports and Exports Notice to the relevant parties for information.
