Six new members have been appointed to the Board of the Infocomm Development Authority of Singapore (IDA). The new members, which include four industry captains and two public sector officers, will bring to the Board diverse experience from both the Infocomm industry and the public sector. The 17-member Board will guide the work of IDA and help shape Singapore's Infocomm landscape.

New Appointments

IDA welcomes these six members who will serve a two-year term:

Retirement

Five members have stepped down from the IDA Board. IDA wishes to thank the following members who have contributed their invaluable service and provided IDA with the guidance during their term. They are:

Annex A

New Appointments to IDA Board

Mr Frank Allan BROWN
Director, Colorzip SEA Pte Ltd

Mr Brown is currently Director at Colorzip SEA Pte Ltd. Prior to this appointment he was the President of MTV Networks Asia Pacific. He was overseeing all aspects of MTV Networks' businesses and channel operations for MTV, Nickelodeon, VH1 and MTV Mobile in the Asia Pacific region.

Mr Brown is also on the board of the Media Development Authority and the Singapore Tourism Board. He is married with three children.

Mr CHEW Hock Yong
Deputy Secretary, Ministry of Community Development, Youth and Sports

Mr Chew Hock Yong was appointed Deputy Secretary of the Ministry of Community Development, Youth and Sports in June 2004. He is also a founding member of the Singapore Sports School.

In his career with the Singapore Public Service, Mr Chew has held appointments in the Ministry of Defence, the Ministry of Communications, the Ministry of Home Affairs, and the Ministry of Finance.

Mr Chew graduated from the University of Tokyo, Japan with a Bachelor of Engineering (Naval Architecture) in 1990. He was awarded the Miyoshi Award for Academic Excellence (Tokyo University) in 1990. He also received a Master of Science in Management from the Graduate School of Business in Stanford University, USA in 2001.

Mr Chew was awarded the Public Administration (Silver) medal in 2004.

Mr Chew is on the board of the Singapore Sports Council, the National Council of Social Service, the National Volunteer & Philanthropy Centre and SISTIC.com. He is married with two children.

Mr Charles LIM Aeng Cheng
Principal Senior State Counsel, Attorney-General's Chambers

Mr Charles Lim Aeng Cheng is the Principal Senior State Counsel, Law Reform and Revision Division of the Attorney-General's Chambers and a Law Revision Commissioner. He is also serving as Deputy Chairman of the LawNet Management Committee, Chairman of the National Internet Advisory Committee's Legal Sub-Committee, member of the Bioethics Advisory Committee and Secretary-General of the ASEAN Law Association.

He has since 1990 been closely involved in the deployment of ICT in the legal sector as well as the development of a legal framework for ICT and E-Commerce in Singapore. In 1997, he chaired the E-Commerce Hotbed Study Group on Legal, Regulatory and Enforcement Issues. In recognition of this work, he was awarded the IT Leader Award by the Singapore Computer Society in 1999. He has also served as a member of the Commonwealth Expert Working Group on Legal Aspects of IT and the Related Law of Evidence (London, 2000 and 2002). He has also served as a member of the Corporate Finance Committee chaired by Lim Yong Wah (1997) and the Pro-Tem Committee chaired by JY Pillay on the Demutualisation and Merger of SES and SIMEX (1998).

Mr Lim read law at Cambridge University on an Overseas Merit Scholarship. He has written several books and numerous articles on tax law and cyberlaw. He is married with three children.

Mr Stephen LIM
Chief Executive Officer/Managing Director, SQL View Pte Ltd

Mr Stephen Lim founded SQL View Pte Ltd in 1992. He was awarded the National Youth Award for his entrepreneurial achievements in 1993. Mr Lim started his career in Hewlett-Packard where he specialises in Office Automation (OA) and Networking. In addition to his role as a technical system engineer, Stephen was also given the added responsibility of managing Singapore's OA marketing programme.

Mr Lim holds a Master in Management Science from Imperial College, London University and BSc in Electronic Engineering from Birmingham University, UK. He is the Chairman of the Singapore infocomm Technology Federation (SiTF) and Member of the Young President Organisation (YPO).

Stephen is a Committee member of Audit & IT committee, Sentosa Development Corporation and he has been appointed by Ministry of Education as a member of the Science Centre Board. He is also a member of several other committees, including the National Internet Advisory Committee (NIAC), National Grid Steering Committee (NGSC), Temasek Information Technology School Advisory Committee and eGovernment Advisory Panel formed by Ministry of Finance. He is married with three children.

Mr SEAH Chin Siong
Country Managing Director, Accenture Singapore

Mr Seah Chin Siong is the country managing director of Accenture Singapore. He has extensive experience in managing the planning, design and implementation of transformation and mission-critical Infocomm projects for large organisations across various industries. His clients included the various companies, ministries and statutory boards in Singapore as well as government agencies in China, USA and Brunei.

His international experience includes work for global multi-national companies in sectors such as telecommunications and financial services in Singapore and across Asia. He has also worked in the USA, China, Australia, Philippines, Indonesia and Mauritius.

Mr Seah is a frequent speaker and writer in the areas of transforming companies and government agencies into high performance organisations and deploying new enabling technologies and strategies involving outsourcing. He is active in the local IT industry and is 2nd Vice Chairman of Singapore infocomm Technology Federation (SITF) and past Honorary Secretary of IT Management Association (ITMA).

Mr TAN Kian Chew
Chief Executive Officer, NTUC FairPrice

Mr Tan Kian Chew is currently the Chief Executive Officer of NTUC FairPrice. He served in the Republic of Singapore's Navy from 1976 to 1983 and held the position of Head of Naval Operations. He left the Navy to join the Singapore Government's elite Administrative Service in 1983 and served in the Ministry of Trade and Industry. At that time he was also appointed to the Board of Directors of NTUC FairPrice Co-operative Ltd. In 1988, he was posted to the Prime Minister's Office where he served as the Principal Private Secretary to the then Deputy Prime Minister, Mr Ong Teng Cheong. Mr Tan was awarded the PPA (P) - Pingat Pentadbiran Awam (Perak), the Singapore Public Administration Medal (Silver).

Mr Tan left the Administrative Service to join NTUC FairPrice in 1992 as its Assistant General Manager and was subsequently promoted to Chief Executive Officer in 1997.

Mr Tan was a Singapore Armed Forces (Overseas) scholar. He holds an Honours degree (First Class) in Mechanical Engineering from the University of Aston in Birmingham. He has also completed the Advance Management Programme at Harvard University in 2000.
