Launch of Frequency Assignment Committee, Singapore,
Malaysia and Brunei Darussalam (FACSMAB) Web Portal
The Frequency Assignment Committee, Singapore, Malaysia and Brunei Darussalam (FACSMAB) launched its web portal today. The FACSMAB website provides an overview of FACSMAB's history, information on its member countries, as well as its current and previous topics of discussions. The members of FACSMAB are represented by the regulatory authorities of the telecommunications industries of the three countries, namely the Infocomm Development Authority of Singapore (IDA), Malaysian Communications & Multimedia Commission (MCMC) and the Authority of Info-communications Technology Industry (AITI) of Brunei Darussalam.
FACSMAB was first established in 1948 to deal with radio frequency assignments in the South East Asian region and was within the jurisdiction of the British Governor General. After more than 60 years, FACSMAB continues to meet on a monthly basis to facilitate frequency coordination and frequency planning to ensure the harmonisation of radio frequency usage along common border areas on equitable basis, in line with the Constitution and Convention of the International Telecommunications Union (ITU). Its members also meet biannually for the FACSMAB Review meetings which are attended by the Heads of each regulatory authority.
FACSMAB also conducts studies on the trends in wireless technologies development within the region. Over the years, member countries have made numerous agreements on band plans along common borders for broadcasting, fixed and mobile services. Currently, among the many work items that FACSMAB member countries are working on, is the effort to put together a plan that will permit the full band sharing of the 2500 - 2600 MHz band at border region for Broadband Wireless Access services or commonly referred to as 4G.

The primary role of Malaysian Communications & Multimedia Commission (MCMC) is to implement and promote the Government's national policy objectives for the communications and multimedia sector. MCMC is also charged with overseeing the regulatory framework for the converging industries of telecommunications, broadcasting and on-line activities, in accordance with the national policy objectives set out in the Communications and Multimedia Act 1998 (CMA), as well as postal services and digital certifications. The CMA provides that MCMC undertakes a policy implementation role, while policy decision-making is vested with the Minister. The Minister may also give policy directions to the Commission.
