Local SMEs gain access to practical AI tools and cyber resilience services through two new Digital Enterprise Blueprint partnerships
SINGAPORE – 21 MAY 2026
1. The Infocomm Media Development Authority (IMDA) welcomes two new partners, Grab and RSM Stone Forest IT (RSM), to the Digital Enterprise Blueprint (DEB) with targeted programmes designed to uplift digital capabilities of Singapore’s small and medium-sized enterprises (SMEs). With a focus on artificial intelligence (AI) adoption and cyber resilience, the programmes aim to ensure no SME is left behind, whether taking their first steps with AI or strengthening their defences against cyber threats.
2. Since its launch in May 2024, the DEB has benefitted more than 26,000 enterprises on their digitalisation journey, fostering growth and innovation in the digital economy. Together, the two new partnerships aim to reach 12,000 more SMEs – well on track towards the Blueprint’s target of 50,000 SMEs by 2029.
3. Grab will launch the Grab AI Programme for SMEs to help 10,000 food and beverage (F&B), e-commerce and retail SMEs to raise AI awareness, strengthen AI literacy, and accelerate AI adoption to enhance productivity and unlock business growth opportunities through complimentary online training, masterclasses and webinars, and a structured two-day AI course co-developed with the Singapore University of Technology and Design (SUTD).
4. RSM will roll out the RSM Cyber2SMETM Programme to offer complimentary phishing simulation exercises to 2,000 SMEs and targeted training workshops, enabling businesses to identify vulnerabilities and strengthen their cyber defence posture.
5. Details of the respective programmes are as follows:
| Key DEB Focus Area | Partnership Programme |
|---|---|
| Strengthening AI adoption for broad-based SMEs |
Industry partner: Grab Grab’s AI Programme for SMEs, launched in partnership with IMDA, aims to help 10,000 F&B, e-commerce and retail SMEs raise AI awareness, strengthen AI literacy, and accelerate AI adoption to enhance productivity and unlock business growth opportunities. Facilitated through GrabAcademy, the programme is designed to address common barriers to AI adoption among SMEs, including limited awareness, uncertainty around practical applications, and lack of access to implementation support. Through targeted outreach, practical training, and hands-on learning opportunities, SMEs will gain exposure to IMDA pre-approved AI solutions tailored for the F&B, e-commerce and retail sectors. Under the programme, SMEs will have access to a suite of complimentary resources, including online training videos, and masterclasses and webinars co-curated with IMDA. These sessions will help businesses better understand AI fundamentals, discover relevant AI use cases and solutions, and navigate available government support schemes for digital adoption. For SMEs ready to take the next step, the AI course for enterprises “From AI Awareness to Business Advantage: A Practical Roadmap" co-developed with SUTD, offers a structured two-day programme to help them kickstart their digitalisation journey. The course guides participants from understanding AI's business value to identifying suitable use cases and developing a practical AI roadmap for their business. Following the course, Grab and IMDA pre- approved AI solution providers will support participating SMEs on their adoption journey, helping them identify relevant pre-approved AI solutions for their business needs. Through the programme, Grab will support SMEs across these key areas: 1. Awareness and outreach:
2. Skills development:
Established in 2020, GrabAcademy was created to equip Grab’s partners with the skills and knowledge to thrive in the digital economy. With the launch of the Grab’s AI Programme for SMEs, Grab is deepening its commitment to helping F&B, e-commerce and retail SMEs navigate the evolving AI landscape and unlock new opportunities for long-term productivity and growth. Quote from Mr Alejandro Osorio, Managing Director, Grab Singapore “Our ongoing work with small and medium-sized enterprises (SMEs) highlights a growing divide - not between humans and machines, but between larger firms with dedicated resources and smaller businesses operating with limited bandwidth. Many SMEs are simply too busy to explore new technologies. That is why practical AI matters most. Through GrabAcademy, we have long supported our partners with accessible, applied learning, and this collaboration with IMDA allows us to deepen that support. We are helping SMEs adopt AI in tangible ways that translate into real productivity gains and business growth." |
| Raising cyber resilience |
Industry partner: RSM Stone Forest IT Pte. Ltd. (RSM) Phishing remains as one of the most persistent cyber threats facing businesses in Singapore. According to the Cyber Security Agency of Singapore’s (CSA) Singapore Cyber Landscape 2024/2025 report, around 6,100 phishing attempts were reported in 2024, a 49% increase from 2023. Businesses are also directly targeted through Business Email Compromise scams, where scammers impersonate suppliers, vendors, or senior executives to deceive employees into making fraudulent payments, resulting in $35.3 million in losses across 377 cases in 2025 alone1. These attacks succeed primarily because employees are unable to distinguish legitimate communications from malicious ones. RSM, together with IMDA, will launch the RSM Cyber2SMETM Programme to tackle SMEs’ cybersecurity gaps with a complimentary Phishing Simulation Exercise and targeted training workshops, enabling businesses to identify vulnerabilities and strengthen their cyber defence posture. This complimentary phishing simulation exercise, which is customised to different employees’ job functions, provides a low risk, high impact drill for SMEs and acts as a critical first line of defence before a real threat strikes. Simulations allow employees to make mistakes in a controlled environment without real-world consequences like data breaches or financial loss, and enable businesses to conduct targeted training for employees and reduce their phishing risk. Through the two-year programme, RSM commits to: 1. Provide complimentary one-time Phishing Simulation Exercise for up to 2,000 SMEs with coverage for up to 30 employees per company. 2. Equip SMEs with a phishing simulation performance report and a 30-minute one-to-one online advisory session with RSM cybersecurity practitioners to review results and provide actionable recommendations for managing cyber risks. 3. Conduct complimentary cybersecurity awareness webinars and tabletop exercises to educate up to 1,000 SMEs on cyber risks, AI and data threats, and incident response strategies to strengthen their cyber defence and resilience. Interested SMEs can sign up for the complimentary Phishing Simulation Exercise on IMDA’s SMEs Go Digital platform. Since the early 2020s, RSM has been actively strengthening cybersecurity resilience among SMEs through advisory, education and managed security services. The firm provides a CISO-as-a-Service (CISOaaS) consultancy service, giving SMEs access to dedicated cybersecurity resources to help them meet standards set by the CSA, including achieving the Cyber Essentials and CyberTrust Mark certifications. Quote from Mr Chio Kian Huat, CEO, RSM Singapore “Cyber resilience is a business imperative. Today, where threats evolve by the minute, our strongest defence is not just technology but our people. When every individual is able to recognise and respond to threats, we turn vulnerability into vigilance. And this is what keeps our businesses secure, adaptive, and future-ready.” |
6. To date, the DEB has grown to include 15 industry partners – Alibaba Cloud, Amazon Web Services (AWS), DBS Bank, Google, Grab, Microsoft, Prudential Singapore, RSM, Salesforce, Singapore Business Federation (SBF), Singapore Chinese Chamber of Commerce & Industry (SCCCI), Singapore Computer Society (SCS), SGTech, Singtel and ST Engineering – coming onboard with various initiatives to power the next bound of digitalisation for local enterprises.
Please refer to Annex A for the list of programmes (297.53KB) supported by the DEB partners, excluding Grab and RSM, which are detailed in Paragraph 5.
7. The DEB initiative aims to foster collaboration among various stakeholders and partners in the ecosystem (including Government agencies, trade associations and chambers, the tech industry, and Institutes of Higher Learning) and unlock the potential of our enterprises in the digital economy.
