The Infocomm Development Authority of Singapore (IDA) released a consultation paper on 21 May 2002 to gather feedback from the industry and public on the proposed amendments to be made to the Singapore Telecommunications Limited's (SingTel) Reference Interconnection Offer (RIO)1, in particular the offering of connection services at submarine cable landing stations in Singapore.

At the close of the consultation at 5pm today, the IDA received several responses. The consultation paper and responses received can be found on IDA's website (https://www.imda.gov.sg/), under "Policies & Regulation/Consultation Papers & Decisions". The IDA thanks these respondents for their comments.

IDA will consider the inputs received and targets to approve the amendments to SingTel's RIO by 3rd quarter 2002.

The consultation process such as this, is part of IDA's ongoing efforts to provide a platform for the industry and public to share their views on policy and regulatory matters, taking into account market conditions and technology developments.

The RIO sets out the prices, terms and conditions for other telecom licensees to access SingTel's network. This is required under the Code of Practice for Competition in the Provision of Telecommunication Services (Telecom Competition Code). The RIO aims to facilitate rapid adoption of reasonable interconnection agreements and reduce the timeframe for interconnection negotiations between SingTel and other telecom licensees.
