Since its conception in 2012, the PSB Contestable Funds Scheme (PCFS) has been promoting innovation and creativity in PSB programmes. Through the scheme, innovative formats and fresh subject matter have been introduced. Examples include Toggle’s “Intercept” and “The Fifth Floor”. The scheme has also paved way for partnerships with new local content providers, such as Singtel.
True to its name, the contestable fund hopes to amplify innovation and creativity of local media content. Each year, commissioning editors from various broadcasting platforms will run calls for proposals to seek fresh content. Proposals are assessed by a team of independent evaluators and scored against quality indicators such as the representation of PSB values, relevance to the Singapore audience, creative merits (quality of storytelling) and track record of the production company involved.
Through PCFS’ longer production runway, producers are empowered present more polished key areas of production, such as story planning and scriptwriting, research, imaging (including make-up and visual effects) as well as music. Producers are also encouraged to use the opportunity to access potential story ideas and talent from other disciplines, such as optioning rights from published local literary works or stage productions for adaptations, and tapping on writing talents.
