1800 MHz Spectrum Right (2013) and 2.5 GHz Spectrum Right (2013) Auction ("4G Auction")

IDA has reviewed and accepted SingTel Mobile Singapore Pte Ltd's application to exercise the option for the grant of an Interim 1800 MHz Spectrum Right (2013) in respect of 1800 MHz Spectrum Lot 1E (1730 MHz to 1735 MHz paired with 1825 MHz to 1830 MHz). Upon payment of the price of the Interim 1800 MHz Spectrum Right (2013) of $15 million and the associated fees, IDA has issued the Interim 1800 MHz Spectrum Right (2013) to SingTel Mobile Singapore Pte Ltd on 11 September 2013.

IDA has reviewed the Form for Agreement or Non-Agreement of Spectrum Assignment jointly submitted by M1 Limited, SingTel Mobile Singapore Pte Ltd and StarHub Mobile Pte Ltd on 22 July 2013, and accepted the proposed assignment. The Assignment Stage of the Main Auction is closed.

The results of the 4G Auction are*:

*The Spectrum Lot Fee for each 1800 MHz Spectrum Lot is S$16 million, and that for each 2.5 GHz Spectrum Lot is S$10 million.

IDA has issued a Final Provisional Award Notice to each Winning Bidder.

IDA has received a Form for Agreement or Non-Agreement of Spectrum Assignment jointly submitted by M1 Limited, SingTel Mobile Singapore Pte Ltd and StarHub Mobile Pte Ltd by the Assignment Stage Phase 1 deadline.

IDA has extended the deadline for Phase 1 of the Assignment Stage to 5.00pm on 22 July 2013.

IDA has received Initial Offers submitted by three parties at the submission deadline of 5pm, 24 June 2013. The three parties are:

1. M1 Limited;
2. SingTel Mobile Singapore Pte Ltd;
3. StarHub Mobile Pte Ltd

The Initial Offers received specify in aggregate equal to the number of 1800 MHz Spectrum Lots available for allocation and the number of 2.5 GHz Spectrum Lots available for allocation. The Main Auction will therefore proceed at the Assignment Stage. The deadline for Phase 1 of the Assignment Stage is 5.00pm on 17 July 2013.

IDA has not received any Expression of Interest Documents by 5.00pm on the New Entrant Application Date. The four 2.5 GHz Spectrum Lots originally set aside for allocation in the New Entrant Allocation stage will be made available for allocation in the Main Auction.

IDA has issued the clarifications to queries raised relating to the 1800 MHz Spectrum Right (2013) and 2.5 GHz Spectrum Right (2013) Auction Framework. IDA has also issued revisions to the Information Memorandum and the Auction Rules, as well as Appendix 1 of the Information Memorandum, and Appendices 2, 5, 6 and 7 of the Auction Rules.

IDA will be conducting a second briefing session on the 1800 MHz Spectrum Right (2013) and 2.5 GHz Spectrum Right (2013) Auction Framework. The briefing will be held at 9.00am on 3 May 2013, Friday, at IDA. Interested bidders are invited to register with IDA by 5pm, 2 May 2013. 1. Company name*
2. Names and designations of all company representatives attending the Auction Briefing to Nicole_Chew@imda.gov.sg.

*Representatives from companies who are not existing nationwide telecommunication operators should indicate whether they are representing a potential New Entrant bidder or an existing nationwide telecommunication operator who may be a potential bidder.

IDA has published the Information Memorandum and Auction Rules for the 1800 MHz Spectrum Right (2013) and 2.5 GHz Spectrum Right (2013) Auction, for the provision of nationwide coverage of 4G telecommunication systems and services.

All queries on the auction are to be submitted to IDA by hand or by fax (Fax number: +65 6211 2116), attention to Ms Aileen Chia, by 5pm, 8 May 2013.

IDA is prepared to conduct an optional briefing to potential New Entrant bidders and a separate optional briefing to existing nationwide telecommunication operators who may be potential bidders on the 1800 MHz Spectrum Right (2013) and 2.5 GHz Spectrum Right (2013) Auction Framework on 30 April 2013, at IDA. Interested bidders are invited to register with IDA by 5pm, 29 April 2013. Please send an email with the subject header "1800 MHz Spectrum Rights (2013) and 2.5 GHz Spectrum Rights (2013) Auction Briefing", along with the following information:

1. Company name*
2. Names and designations of all company representatives attending the Auction Briefing to Nicole_Chew@imda.gov.sg.

Interested New Entrant Bidders must submit a duly completed New Entrant Expression of Interest Document and a Bank Guarantee, delivered by hand, to IDA (attention to Ms Aileen Chia) by 5pm on 3 June 2013 (or such later date that IDA might otherwise notify). Parties interested in participating in the Main Auction must submit a duly completed Initial Offer Document and a Bank Guarantee, delivered by hand, to IDA (attention to Ms Aileen Chia) by 5pm on 24 June 2013 (or such later date that IDA might otherwise notify).
