Home Access

Eligible low-income households will be provided with home internet access and telephony services with a broadband package at $6 per month for 48 months. This includes the provision of internet (fibre) connectivity bundled with a basic device (e.g. tablet).

Launched in September 2014, the Home Access programme aims to make internet connectivity more accessible and affordable to the low-income group.

Eligible households will be provided with home internet access and telephony services with a broadband package at $6 per month for 48 months. This includes the provision of internet (fibre) connectivity bundled with a basic device (e.g. tablet).

Beneficiaries are required to keep the device for the entire qualifying period (four years).

This programme is supported by the National Council of Social Service (NCSS).

 

Eligibility Criteria

The following table summarises Home Access eligibility criteria:

Criteria
Income Economically Active : 
Monthly Household Income <= $1,900; or Per Capital Income <= $600

OR

Economically inactive :
Residential Annual Value (RAV)1 <=$13,000
Citizenship At least 1 member of the household2 is a Singapore Citizen
Others Household is not a current beneficiary of NEU PC Plus or Home Access

AND

Does not have a school-going child3
(Households with school-going children should tap on NEU PC Plus)

 

Mode of Application

Prequalified Beneficiaries

Current beneficiaries of relevant non-IT related government financial assistance schemes will be pre-qualified for Home Access.

Letters will be sent to these pre-qualified households to inform them of their eligibility. Pre-qualified beneficiaries only need to bring the Home Access card to an appointed Industry Partner to sign up for a Home Access plan.

Direct Application

Other eligible households can also apply directly through appointed processing partners.

Supporting Documents

  • Photocopies of NRICs (front and back) of applicant and all household members staying at the same address
  • Income documents of applicant and household members:

    Household with income (all working adults in household, including self-employed)
    • CPF contribution history for last 3 months; or
    • IRAS income tax assessment for the preceding assessment year; or
    • Payslip for last 3 months.

    Household with no income:4
    • CPF contribution history of applicant and all household members (staying at same address) for last 3 months; and
    • Latest property tax bill of your residential address (as per the address stated on your NRIC).

Important Note:
Applicant who is active recipients of ComCare Short-to-Medium Term Assistance (SMTA) or HDB Public Rental Scheme (PRS) only need to submit supporting document indicating that they are current recipients of either ComCare SMTA or current tenant of HDB PRS.

 

Transfer of Ownership

In the event of death of an approved applicant, a transfer of ownership can be arranged. The transferee must be one of the household members listed in the originally submitted Home Access application form.

Additional Notes

1 Residential Annual Value (RAV) is the estimated annual value of your home if it is rented out. You can check the annual value of your home from your property tax bill or from myTax Portal at www.iras.gov.sg.

2 Related members staying at the same address, based on NRIC, and share food arrangement.

3 Full-time students studying in a Government or Government-Aided School, Junior College, Centralised Institute, Independent School, Specialised Independent School, Specialised School, Institute of Technical Education, Polytechnic or MOE-funded Special Education School.

4 Applicable for all versions of application form.
